I first encountered Wayne Scoles at a Goleta community forum on gangs a few years back. He shifted the focus onto himself and launched into a loud and lengthy rant about how he'd been victimized by police. People were obviously annoyed and uncomfortable but seemed too fearful of him to say or do much. Afterwards, he strutted around with a big smile on his face. He came across as a bully.
